April 3, 2002 April 3, 2002 The meeting was called to order at 7:30 pm by Vice-President,
Keturah Pennington in the absence of Wes Risher on military duty.
The agenda with two additions and the previous meeting's minutes were approved.
Budget cuts have reduced the likelihood of Neighborhood Liason Officer,
Scott Martin attending future HNA meetings.
Jim Sjulin, speaking as a volunteer, reviewed the $48.4
million 5-year levy and enumerated the cuts in staff and service.
He said Hillsdale Park was under consideration as a off-leash area.
Don Baack moved to insist upon adequate parking for any additional
use of the park, and the motion passed.
A slide show presented by the SWTrails committee displayed
bike and pedestrian trails from the Willamette River to the Tualatin River.
Don moved that HNA approve the thrust of efforts to adopt a task force
to examine a revised process on environmental projects. Motion passed.
He announced the proposed names for five trail sections: in brief, Helen
Farren, Red Electric, Willamette-Fanno Creek, Stephen Creek, Oregon Electric.
The Trails committee, Land Use committee, and the Parks committee will
review the two environmental papers, also SWNI.
Glenn Bridger reported on the SW Barbur Blvd. and Terwilliger
commercial redevelopment, Land Use 02-106337. Community approval
is important, and the discussion of enhancements will continue.
Ilene Lorber presented a resolution in opposition to the
Marquam Hill Plan stating the need for more time to review the impact the
plan will have on traffic, parking, and the Terwilliger Park corridor.
Homestead NA and Corbett-Terwilliger-Lair Hill NA also support the delay
and request the aerial tram be excluded from the comprehensive plan.
Resolution accepted.
Keturah announced the HNA Sunday market is planned to
start in June. The SWNI Blood Drive is scheduled for April 25 at
Multnomah Center. The SWNI electric cleanup drive was a very successful
event. HNA will meet May 1st at 7:30 pm. St Barnabas Church.
SWNI Volunteer Recognition Day is Monday, June 17th.
