March 6, 2002 The meeting was called to order at 7:30 P.M. by Vice-President, Keturah Pennington in the absence of Wes Risher on military duty. The agenda and the previous meetings' minutes were approved. Glenn Bridger reported on the progress of the Farmers' Market which will be held on Sundays starting in late May as currently planned. About 20 volunteers are needed for miscellaneous duties. Planners are completing details such as water supply, power supply, restroom facilities, traffic patterns, left over goods, etc. The group is meeting each Wednesday evening at Mucho Grande. Karen Johnson offered detailed plans for a litter pickup project to involve widespread neighborhood participation and requested neighborhood association endorsement of the proposal. Such endorsement would enable SWNI to seek moneys from Metro to fund parts of the project, such as dumpsters, disposal costs, etc. Glenn Bridger moved to endorse the project, and Bob Baldwin seconded. Motion passed. Proposed changes to Environmental and Conservation zones to promote healthy streams were presented by Robert Jordan. When a revised draft is completed after public input, the revisions will be presented first to the Planning Commission. The proposed amendments encompass elements of storm management, erosion control, streamside planting to achieve compliance with the Clean Water Act and the Endangered Species Act. Jere Retzer spoke in support of the proposed changes because they are scientifically based; would protect the character of the area; the health of the streams; and property values. Ben Langlotz spoke against the planned changes but not against the objectives. He states that the changes are unscientific and unfair because they would impose an unequal burden on property owners and that the economic analysis is flawed. Intense discussion pro and con followed. Don Baack reported on several trails developments and maps and hopes for signs to make some of them more usable.
