May, 2002 May 1, 2002 The meeting was called to order at 7:30 P.M. Three items were added to the agenda as follows: safe routes to Robert Grey, traffic at Barbur and Terwilliger and vacation of Southwest 17th south of Barbur Blvd.
Minutes of the previous meeting were approved as printed and distributed.
Keturah Pennington reported that the Farmers' Market has hired a manager, has approximately 20 vendors signed and hopes to have a banner across Capitol Highway to announce its presence. Keturah moved that the Hillsdale Neighborhood Association support the Farmers' Market proposal to put an advertising banner across Capitol Highway. So approved. Keturah also reported on litter pickup for southwest Portland as organized by Karen Johnson. The first event produced an embarrassingly large amount of garbage. The next event will be on June 14.
Kerry Hampton, Portland School District, and Brian Scott, Innovative Partnerships,explained the District's plans or identifying and converting surplus properties into cash or income producing properties. There was much discussion and many questions concerning the decision-making processes of how to lease/sell property and who is the ultimate authority for deciding what constitutes disposable property. This subject will be the focus of much public input and discussion as plans are developed.
Don MacNaughton who is developing the "triangle site" between 18th and Sunset Blvd. updated the group on his proposals. He is consulting the owners of two properties on Sunset regarding the possibility of working together to their mutual benefit.
Joanna Guzzeta, Portland Department of Transportation updated us on revised plans for Bertha Court. Plans now call for a lower wall against the bank and a slight realignment of the right-of-way to reduce the cost of the project.
The nominating committee announced the candidates for offices: Wes Risher (who expects to be back in June) for President; Don Baack, vice president; Keturah Pennington, secretery; Eamon Molloy, treasurer; Glen Bridger, Board member; Jayne Cundland, Board member; Richard Garfinkle, Board member. Elections will be at the June meeting.
After a history and explanation of the need, Don Baack moved that the HNA co-sponsor a pruning and cleanup project along Sunset Boulevard with the Robert Grey PTA and Safe Routes to School Committee. June 1 is the date of the action. All welcome.
It was moved (by Don Baack), seconded and approved that HNA support the position expressed in a letter by Glenn Bridger to Kara Floravarni, Land Use Review, regarding the redevelopment of the intersection of Barbur Boulevard and Terwilliger Northwest Corner. The letter was read and had previously been posted by email.
The third motion by Don Baack was that HNA oppose the vacation of Southwest 17th south of Barbur. Seconded and Passed. The City Council has approved a planning effort for the Barbur corridor which will include rezoning in the area; building height may increase and the land may be needed for development. We would oppose a pedestrian easement in favor of a dedicated right-of-way since easements are easily lost track of over time.
