The meeting was called to order by President Wes Risher at 7:06..He announced that Officer Westerman would not be able to attend the meeting, so that agenda item was eliminated. Two other agenda items were added. The agenda was approved as amended. The minutes of the last meeting were approved. Treasurer Jayne Cronlund sent the treasurer’s report. We have a balance of $225, but we have been notified that HNA, along with some other Neighborhood Associations, have not paid their dues to ONI for the last 5 years. This amounts to about $80. With all budgets so tight, little amounts like this are becoming important. But we have, at the moment, enough to pay it. Wes presented a slate of candidates for HNA office: President, Don Baack; Vice President, Duane Hunting; Treasurer, Jayne Cronlund; Board members, Bill Joseph, Susan Jewell, and Richard Garfinkle. Nominations from the floor were requested. Since there were none, the slate was elected by acclamation. Through the office of Ron Wyden, Wes had acquired a 20 minute video about the Olmstead brothers and their heirs, and some of the parks throughout the country that they designed. It is a most interesting and informative video and should be made available through the Portland Parks Bureau. After we viewed the video, Chet Orloff, former Director of the Oregon Historical Society, spoke about the Olmstead’s work here in Portland, Several things the Olmsteads designed are still being enjoyed by Portlanders. Don Baack and Wes Risher showed photos of suggested intersections where there might be "gateway" signs to Hillsdale Town Center. The Hillsdale Business and Professional Association have dealt with the City about placing similar signs on Capitol Highway just west of Barbur and Richard Garfinkle says there are lots of hoops to jump through before signs go up. Friends of Forest Park are also dealing with placing signs. Everyone is exploring funding sources. Don Baack urged us to keep a sharp eye on the OHSU development with respect to pedestrian improvements. He moved that "We require the City to involve the Hillsdale Neighborhood Association, along with Friends of Terwilliger Blvd and the Homestead Neighborhood Association, in the discussions of pedestrian improvements OHSU will make in lieu of putting a sidewalk along Sam Jackson Road." OHSU should not be allowed to discharge their obligation to put a sidewalk all the way down Sam Jackson Rd by simply putting one dirt trail down the hill. The motion passed. The proposal to change the name of the swimming pool from Wilson Pool to Hillsdale Pool at Wilson will be discussed at out June meeting. Wes reported on two tax foreclosures on properties that he thinks the City should acquire. One is a very small crescent at the dead end on 13th which should become a pedestrian connection between streets. The other is off Vincent Place just below Capitol Highway. This is a small, steep area that should remain a green space. It was moved, seconded and passed that we write to the City urging them to acquire these spaces. Don has submitted a grant proposal to BES for money to develop Stevens Creek Park. HNA should keep an eye on the proposed changes in the school boundaries. We should also keep an eye on the traffic circulation corridors in relation to the tram. Think about where the busses will go. The Hillsdale Farmers’ Market opens for 2003 on May 15. Richard Garfinkel reported that the flower baskets will be up soon, and the cow is being mended and will soon reappear. Meeting adjourned at 9:26. Keturah Pennington, secretary |
